Kemp Garcia is dedicated to the utility locating industry. He has been locating for over 18 years, starting in Arizona and for the last 12 years in Seattle, WA .
Specializing in the location of underground utilities, water leak detection and underground storage tanks (UST) is not his only expertise. He was also contracted to find burials for an American Indian Tribe in the Northwest United States. Another notable project was to find leaks on a 10″ jet fuel line that ran almost a mile underground.
Kemp passed locator certification through Staking University. He is also a graduate of Arizona State University holding a degree in Justice Studies.
He has consulted as an expert witness on multiple cases regarding utility damage.
He was on a panel formed by the Utility and Transportation Commission of Washington to revise the “One-Call” law for the State of Washington. RCW 19.122 was revised and will take effect January 1, 2013. Highlights of the revision include mandatory white lining prior to a ticket request and expiration of a One Call Ticket.
