Professional Utilities and Underground Pipes Evaluation

Kemp Garcia is the General Manager of Underground Detection Services (UDS). The company has been providing private locates for contractors for over 20 years in the Northwest. Recently, UDS has been providing contract locates in response to “One-Call” for a water/sewer district and a fiber optic company.

Employed for over 16 years by Underground Detection, Kemp Garcia began working in the Phoenix office. Moving to Seattle in 2000, he soon took over as General Manager. Becoming General Manager of the company does not stop his daily involvement with field operations. Many times he will be the person on the site performing the locate.

Specializing in location of underground utilities, water leaks and underground storage tanks (UST) is not his only expertise. He was also contracted to find burials for an American Indian Tribe in the Northwest United States. Another notable project was to find leaks on a 10″ jet fuel line that ran almost a mile underground.

Kemp passed locator certification through Staking University. He is also a graduate of Arizona State University holding a degree in Justice Studies. Through UDS, Kemp is a member of NULCA, UCAW, PHCC and PWC. Recently, he was called on as an expert witness in a personal injury case regarding a utility damage. He sits on a small panel formed by the Utility and Transportation Commission of Washington trying to revise the “One-Call” law for the State of Washington.
